Development of the suit is a collaborative effort between 56 corporations, 16 government agencies, 13 universities, and 10 national laboratories. Three unpowered prototype suits were to be assembled and delivered in June 2014. United States Special Operations Command expected "1st gen capability" inside a year, though it has taken longer than that. He said that the protective suit was inspired by one of his troops in Afghanistan. The TALOS concept was first presented by Admiral William McRaven, then-commanding officer of the United States Special Operations Command at a conference on May 2013.
